It's commercial, so either you pay for it, or you find a similar free font.
I think so, even if the blog is not your "profession", aka your main source of earning money, anything that earns money is considered commercial. Your best bet would be to contact Peax Webdesign and ask them. You should be able to work something out. Good luck!

First of all, you don't have to find the font folder to use the fonts. Just install them.
(Once you download the font[s], go to your downloads folder. Right click the font, and click install. Presto. You can use it now in softwares!)
Cursive and Simple Ronde are probably the closest match. (You'll find them on drf_'s list.)
