Not sure about Corel, but it's possible (though a bit convoluted) to do this in Illustrator. Basically you make your black rectangle. Set your text. Copy the rectangle and paste in place/front (so you now have two copies in register). Copy your text. Select the top rectangle and paste text in back. Change the newly pasted text fill to white/paper. Select white text and top rectangle and make a clipping path. In Illustrator you can then select the black text and shift select the White text in the layers palette so you can move/transform both together.

To add to daaams suggested technique, In Photoshop, you can use an 'invert' Adjustment layer to get the same effect with a single copy of the text see below…

When logged in, you'll find a My Account link in the head of the page next to your user name (Top Left). Click thru that and it takes you to a page displaying a list of your font/s. Next to the font name is an update link. Click that and you can upload a new file and update the description etc.

The lowercase letters bear some resemblance to Blackstone, which is itself inspired by an old Sanborn fire Map cover… so maybe someone else has made a font, based on the same raw material… or it could just be modified.
