Not sure if this is an actual font or semi-font/semi-manip…but if anyone knows the base font, it would be much appreciated.

This most likely is not a font - the two Ls are different - especially in the way of the icicles.

There was a font named Ice something or other - but it was only similar in the fact it contained icicles.
