It is in fact a font. If you watch her Applause lyric video. You see that she uses the same 'g' in a lot of the lyrics. Unless, it's hand illustrated and her team have in fact turned it into a typeface.

IF you take a closer look at the album artwork's writing you can see it has much more detail and ad soft color fades (grayscale) which you cannot have in a font because they are plain wector shapes:



While in the music video you can see that the writing is now a digitalized handwriting (probably made as a font) because its plain now with sharper shapes than before:

It is handwriten. but they used they made it digital and copied and pasted the same words so it looks the same...
